The Spectral Spectrum is a tool item. It can be found inside of Haunted Halloween Gifts on Ghost Fort, or from a Pile Of Curses, during Halloween events.
This spell will add a team-colored color shifting effect to any paintable item.
Halloween Spell effects and any unused Halloween Spell items are removed at the end of a Halloween event.
