The Sniper's Deep Downunder Drawl is a tool item that can be applied to any Sniper or all-class hat. When applied to the hat, it will lower the pitch at which the wearer speaks if they have the hat equipped.

Though it is intended for use by the Sniper, the effect of the item will occur for any class if they are wearing the hat, for example, if they wear an all-class hat with the item applied.
