If the flare hits a target at close range, it will deal 400 damage, theoretically killing any player but a fully overhealed Heavy. On medium or long range, the flare acts identically to a normally fired shot and will only deal the standard 15 damage, but it will still inflict afterburn damage.

As with all Attack taunts, the Execution taunt can be used to kill enemy players during Humiliation and Stalemates.
