The "I See You" is an action item that may only be initiated by the Sniper.
When the player presses the action button, the character will point 2 fingers on the left hand towards their eyes. They will then point their index finger outwards in the action of pointing at someone and say a voice line.

Trivia
- The animations for the "I See You" and other handful of the taunts added in the Love and War Update seems to have added in the 2013 Halloween update, as shown in this video uploaded on Novemeber 1st, 2013.
