The Public Enemy is an item set for the Scout. It was contributed and added to the game in the Pyromania Update.

The Public Enemy was contributed to the Steam Workshop under the name The Public Enemy Pack.

The boost meter maxes at 100 points of damage dealt.  -34% clip size.  10% slower movement speed on wearer.  Boost reduced on air jumps.  Boost reduced when hit.
