One Sniper to another, mate: Give Up!
The Sniper on superior weapons

The AWPer Hand is a promotional primary weapon for the Sniper. It is a stylised AI Arctic Warfare Police from Counter-Strike: Global Offensive.

This weapon functions identically to the Sniper Rifle, but it reuses the old firing sound[1] of the AWP from Counter-Strike: Global Offensive.

This item was awarded in Genuine quality to players who pre-purchased Counter-Strike: Global Offensive on Steam before August 21, 2012.
