Military scientists were at first dumbfounded by the request made by soldiers of the airbourne divisions to make a gun with the same firepower in a smaller package. It's usually their job to put vastly more firepower in a package that's the same size or much bigger. Grudgingly the work was completed, and this was the result, a compact shotgun.
Reserve Shooter publicity blurb

The Reserve Shooter is a community-created secondary weapon for the Soldier and Pyro. It is a customized pump-action shotgun with a wooden forend and stock and an olive-shaded metal barrel and receiver. A white U.S. army insignia is also visible on the weapon.

At the cost of having only four shells per magazine, this weapon increases the speed it can be deployed by 20%, and the speed it can be holstered by 15%. Additionally, much like the Direct Hit, the Reserve Shooter deals mini-crits against targets launched into the air by sources of knockback, such as explosions or the Grappling Hook, but not counting the compression blast. This also applies to enemies flying via the Thermal Thruster. Mini-crits can only land within 5 seconds of deploying this weapon.

Taunting as Pyro with the Reserve Shooter equipped will perform the Hadouken kill taunt.
