It's the Captain's Advanced Pulsetron Particle Electromagnetic Raygun! As seen in the movie, and only slightly altered with alien power sources!
C.A.P.P.E.R publicity blurb

The C.A.P.P.E.R is a community-created secondary weapon for the Scout and Engineer. It is a retro-futuristic ray gun with team-colored fins and a well-worn, metallic, team-colored body, implying extensive use. It has a small antenna protruding from the front of the gun and a long silver wire down the lower half of the weapon, which leads to a small rocket exhaust. The C.A.P.P.E.R uses AA batteries as ammunition instead of the standard Pistol magazine.

When fired, the bullets from the C.A.P.P.E.R have a unique style and particle effect that make it look to be shooting team-colored lasers, rather than traveling bullets, and a unique sound effect to match its looks.

Enemies killed by the C.A.P.P.E.R suffer a distinctive death by incineration, wherein they disintegrate into smoldering orange cinders that quickly fade away.

This weapon functions identically to the Pistol.

The C.A.P.P.E.R was contributed to the Steam Workshop.

  • The C.A.P.P.E.R was added to the game.

Bugs

  • The Killstreak sheens for the C.A.P.P.E.R travel upwards towards the top fin of the weapon instead of towards the front like standard weapons.
  • The C.A.P.P.E.R lacks the description "Team Colored Weapon", and their BLU team variants cannot be viewed in the backpack unless playing on BLU team.
  • The item's description (shared with the Shooting Star), "Turn your enemies in to(sic) ash!", is grammatically incorrect as two prepositions. The correct form would be: "[...] into ash!".

Trivia

  • This item's name is an acronym, meaning "Captain's Advanced Pulsetron Particle Electromagnetic Raygun".[1]
  • This is the same weapon used by the 'captain' of the space movie BLU watches in the Invasion Update trailer.
  • "Capping" is a euphemism for the act of shooting someone.
  • The C.A.P.P.E.R's design is based on common ray gun designs used in classic science fiction shows and films, such as in, but not specifically, Flash Gordon.
