The Flying Guillotine is a community-created promotional secondary weapon for the Scout. It is a meat cleaver with the Chinese characters for "dead meat" (死肉, sǐròu) above the grip.
Unlike the Pistol, the Flying Guillotine is a unique ranged weapon that is thrown in an arc as a projectile. Primary and secondary fire flings the cleaver at enemies, dealing damage and inflicting bleeding for up to 5 seconds, but it has no effect against buildings or after bouncing off a surface. The weapon cannot roll for random critical hits. Once the weapon is thrown, it recharges after approximately six seconds. The recharge time can be sped up by 1.5 seconds if the player hits an enemy from long range. A long-range hit is determined by how long the Guillotine is flying in the air, with 0.5 seconds being the minimum to be considered long range.[1] Unlike the projectile of the Sandman, it cannot be picked up from the ground to refill the meter. Like most projectiles, the cleaver can be reflected by an enemy Pyro's compression blast. The Flying Guillotine cannot be fired underwater.
The Flying Guillotine has a maximum range; upon traveling a long enough distance, it acts as if it has "landed" and does not deal damage to opponents that it may or may not have "hit".
This item has two styles, named "Thirsty" and "Thirstier". The "Thirsty" style gives the weapon a clean appearance, while the "Thirstier" style adds bloodstains to the blade.
This item was awarded in Genuine quality to players who pre-ordered Sleeping Dogs on Steam before August 17, 2012.
The Flying Guillotine was later contributed to the Steam Workshop, at Valve's request.

October 20, 2017 Patch #1 (Jungle Inferno Update)
- Changed attributes:
- Removed crit vs stunned players.
- Removed mini-crits at long range.
- Long range hits reduce recharge (by 1.5 seconds).
- Distance considered "long range" reduced by half of the previous value when determining mini-crits.
- [Undocumented] Updated the animation, previously it used the same animation as Bonk! Atomic Punch, Crit-a-Cola and Mad Milk.

- Fixed the Genuine version of the Flying Guillotine having no taunt.
Bugs
- The Flying Guillotine can go through thin walls (less than 16 Hammer units thick, such as setup gates), when thrown at the correct angle.
- Reflected Flying Guillotines do not deal mini-crits damage to enemies.
- Reflect kills with the Flying Guillotine use the standard kill icon for the flamethrower used.
- Victims killed and turned into ragdolls are sent flying at a strange angle sideways.
- Holding down the Alt-Fire button while throwing the Flying Guillotine stops the Scout's weapon from changing while the button is held. If the button is held down until the weapon has recharged, it is thrown again, but no animation is played for it. Additionally, other players still see the Scout holding the Flying Guillotine while the button is held down.
- If the Flying Guillotine has reached the max flight time, it makes a noise as if it hit a surface.
- Despite not being able to deal damage to tanks, a Strange Flying Guillotine can still have the Strange Part: Tanks Destroyed applied.
- When on RED team, equipping the "Thirstier" style and doing taunts with team colored props will change the model of the prop to the BLU version. This only works on the RED team.
Trivia
- The characters on one side of the blade (looking at the cleaver with the handle on left, blade pointing downwards) are mirrored.
- The pronunciation of the characters are phonetically similar to the English word "throw".
- The flying guillotine is a legendary ranged weapon from the Qing dynasty that is usually in the form of a hat.
