The Whoopee Cap is a community-created headgear item for the Scout, released with the second wave of community-contributed content. It is a team-colored crown-like cap adorned with badges.
The hat description was written by Sketch56 for the Hat Describing Contest, and was slightly modified by Valve before its release.

Trivia
- Whoopee caps were popular amongst American youth during the 1930s and 40s. Commonly, the child would make one out of one of their father's worn-out fedoras, turned inside out, trimmed, and dyed a vibrant colour. After the trend caught on, manufactured whoopee caps could be purchased.
- The hat was originally named "Lil' Scamp's Whoopee Cap" by its creator.
- This cap looks similar to the one worn by Template:W from Template:W, who is referenced in the hat's description.
- The badges/patches on the hat include Bonk! Atomic Punch Blutonium Berry, the Scout class icon, BLU Streak beer, Mann Co., RED and BLU team logos, Bonk! Atomic Punch Cherry Fission, Badland Brawlers, XXX and a miniature Dispenser from the enemy team.
