The Troublemaker's Tossle Cap is a community-created headwear item for the Scout and was chosen by Valve to be released with the first wave of community-contributed content due to its outstanding quality. It appears as a slightly baggy winter hat, also known as a beanie.

Trivia
- The beanie is sometimes associated with "gang bangers" and youth criminals, most often in urban areas such as New York, Los Angeles, and Boston, where the Scout is from.
- This hat was submitted under the name of the "Rapper's Hat" before Valve renamed it the "Troublemaker's Tossle Cap".
- The item description "Straight outta control point." is an obvious reference to Straight Outta Compton, an album by hip-hop group 'N.W.A'. Compton is a city in California that is infamous for gang-related activities, mainly by the Bloods and the Crips.
- Unlike other hats, when the Troublemaker's Tossle Cap is painted it simply gets one small and one big stripe in a similar style to the Tough Guy's Toque. This stripe is not visible without paint.
- The hat description was written by spam_word.
- After the Mann-Conomy Update, this hat was slightly changed, in which a pattern of stripes were placed upon it as a way to paint the hat. The stripes can come in the two team-coloured variants and can only be clearly seen after painting the hat.
