The Ghastlier Gibus is a Halloween 2010 event item upgraded version of the Ghastly Gibus (Still uncraftable but tradable.) for those who earned it before Halloween 2010. The upgraded hat sports a new decoration similar to that on the Horseless Headless Horsemann's belt.
