The Smoking Jacket is a community-created cosmetic item for the Spy. It is a team-colored suit with an orange/yellowish tie on one half, or brown/white on the other half, resembling a cigarette (depending which team you're on), and an open pack of cigarettes on the chest pocket, the left-most one sticking up a bit.
The Smoking Jacket was contributed to the Steam Workshop.
