The Troublemaker's Tossle Cap is a community-created headwear item for the Scout and was chosen by Valve to be released with the first wave of community-contributed content due to its outstanding quality. It appears as a slightly baggy winter hat, also known as a beanie.

Trivia
- The beanie is most often worn by "gang bangers" and teenage/college-age criminals, most often in urban areas such as New York, Boston, and Los Angeles. This could be a reference to the Scout's Bostonian heritage, and implies his apparent involvement in some kind of gang. Considering the Scout's personality, this is plausible.
- This hat is reminiscent of the one worn by rapper Eminem in the film 8 Mile. His outlandish media personality is not unlike that of the Scout's.
- This hat was submitted under the name of the "Rapper's Hat" before Valve renamed it the "Troublemaker's Tossle Cap".
- The item description "Straight outta control point." is an obvious reference to "Straight Outta Compton", an album by hip-hop group 'N.W.A'. Compton is a city in California that is infamous for gang-related activities, mainly by the Bloods and the Crips.
- Interestingly enough, the colors red and blue are the associative colors of the Bloods and the Crips, respectively.
- Unlike other hats, when the Troublemaker's Tossle Cap is painted it simply gets one small and one big stripe in a similar style to the Tough Guy's Toque, rather than having the entire hat painted, this stripe is not visible without paint. This is the only hat that differs with paint.
- Before the Mann-Conomy update, the Troublemaker's Tossle Cap looked like a cloth beanie. After the release, a shine effect was added that made the hat look like latex, many now call it the Troublemaker's Swim Cap. However, this is merely a glitch due to the fact that both the hat's paint and phong shading use the same alpha channel.
