The Scarecrow is a community-created Miscellaneous item for the Spy. It covers his eyes with buttons, stitches his mouth together and adds other patchwork to his head. It was added in game for the 2012 Spectral Halloween Special.
The Scarecrow was originally contributed to the Steam Workshop under the name "The Crossed Stitch".
