The Dustbowl Devil is a community-created cosmetic item for the Engineer. It replaces the Engineer's default hardhat with a dark team-colored Stetson, with a black and white band around the crown adorned with a golden demonic skull with eyes that glow in pulses with the team's color.
The Dustbowl Devil was contributed to the Steam Workshop.
