The Pocket Purrer is a community-created Miscellaneous item for the Engineer. It is a small Template:W that rests in the Engineer's ammo pouch.
When players equipped with this item kill an enemy unassisted by another player, the killfeed shows everyone in Pyroland that it gets the assist, with its custom name if it has one. The Pocket Purrer was contributed to the Steam Workshop under the name "The Mobile Feline".
