It can be unlocked during the annual Haunted Halloween Special Event by any player who completes the Candy Coroner Scarechievement, which involves collecting 20 player-dropped Halloween pumpkins on Harvest Event and Mann Manor. The hat itself can only be worn during the yearly Haunted Halloween Special Event, from October 27 to November 9; otherwise, wearing the mask will result in the default character appearance - an "Empty" head slot.
