The Rebel Rouser is a community-created cosmetic item for the Soldier. It is a stylized version of a standard issue kepi used by both the Union and the Confederacy during the American Civil War. In addition, two crossed golden Shotguns are visible on the front side.
The Rebel Rouser was contributed to the Steam Workshop.
