The Public Speaker is a community-created cosmetic item for the Soldier. It is a modified Soldier's helmet with two team-colored announcement speakers facing away each other and bolted on the helmet's top. It also gives the Soldier a single-muff intercom headphone. The announcement speakers and headphone are paintable as well.
